Terms of Reference (TOR) for the Contracting of a Consultant\/Researcher to Design and Lead the Implementation of the \u201cCommunity Views, Perceptions and Recommendations Monitoring System and the Analysis of Social Dynamics in the Local Context\u201d<\/strong><\/span><\/p>\n

1. Background<\/strong><\/span><\/h1>\n

The Gaza Strip continues to experience unprecedented social, economic, educational, health-related, and environmental pressures resulting from the ongoing aggression, displacement, the destruction of infrastructure, the disruption of basic services, and the erosion of community support systems. Collectively, these challenges have significantly affected social cohesion, community trust, civic participation, and the ability of different segments of society to effectively express their priorities and needs for resilience and recovery.<\/span><\/p>\n

Within this context, the Community Development and Media Center (CDMC) is implementing the \u201cGaza Public Pulse\u201d Initiative, an integrated community engagement and social cohesion program designed to strengthen community resilience, amplify local voices, and Support evidence-informed adaptive programming based on community perception. As a core component of the Initiative, the project establishes a system for monitoring community views, perceptions, and recommendations, alongside the analysis of social dynamics and context sensitivity in relation to the realities on the ground across the thematic areas under study.<\/span><\/p>\n

Accordingly, CDMC seeks to contract a qualified consultant\/researcher to lead the design, operationalization, and management of the Community Views, perceptions and recommendations monitoring system and the analysis of social dynamics in the local context during the initiative\u2019s first implementation phase, This foundational phase, scheduled for August\u2013September 2026, will establish the system and analytical framework that will be continuously applied and further refined throughout the remainder of the project until its completion in December 2026.<\/strong><\/span><\/p>\n

  1. Overall Objective of the Assignment<\/strong><\/span><\/li>\n<\/ol>\n

    To design, establish and manage the \u201cCommunity views, Perceptions and Recommendations Support System and the Analysis of Social Dynamics in the Local Context\u201d across the targeted communities in the northern and southern of the Gaza Strip, thereby providing a reliable evidence base to support adaptive and conflict-sensitive programming throughout the project life cycle.<\/span><\/p>\n

    3. Scope of Work and Required Tasks<\/strong><\/span><\/h1>\n

    First: Community Opinions, Perceptions and Recommendations Monitoring System \u2013 the consultant\u2019s scope of work under this phase includes the following tasks:<\/strong><\/span><\/p>\n\n\n\n\n\n\n\n\n

    1.1<\/strong><\/span><\/td>\nDesign and operationalise the Community Views, Perceptions and Recommendations Monitoring System by developing the overall methodology, monitoring indicators, survey questionnaires, focus group discussion (FGD) guides, key informant interview (KII) guides for relevant specialists and subject-matter experts, data collection protocols, the project database, and quality assurance procedures<\/span><\/td>\nAugust<\/span><\/td>\n<\/tr>\n
    1.2<\/strong><\/span><\/td>\nConduct the baseline assessment by administering community surveys, facilitating focus group discussions, conducting interviews with relevant specialists and key experts, analyzing the collected data, and preparing the Baseline Assessment Report<\/span><\/td>\nAugust \u2013 September<\/span><\/td>\n<\/tr>\n
    1.3<\/strong><\/span><\/td>\nConduct two rounds of periodic community perception monitoring: follow-up community surveys, focus group discussions and key informant interviews; update the perception database; and monitor changes, emerging trends, and priority issues over time<\/span><\/td>\nSeptember \u2013 October \u2013 November<\/span><\/td>\n<\/tr>\n
    1.4<\/strong><\/span><\/td>\nAnalyze the monitoring findings, prepare two analytical reports, formulate evidence-based recommendations, and disseminate the findings to the project team and relevant stakeholders<\/span><\/td>\nNovember \u2013 December<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

    Second: Analysis of Social Dynamics in the Local Context \u2013 the consultant\u2019s scope of work under this phase includes the following tasks:<\/strong><\/span><\/p>\n\n\n\n\n\n\n\n\n\n

    2.1<\/strong><\/span><\/td>\na stakeholder mapping exercise by identifying key actors, institutions, community groups, youth and women\u2019s groups, service providers, managers of formal and informal displacement sites, healthcare professionals, legal practitioners, journalists and media professionals, academics, mental health specialists, and civil society organizations, and by analyzing the relationships, influence, and interactions among these stakeholders<\/span><\/td>\nAugust<\/span><\/td>\n<\/tr>\n
    2.2<\/strong><\/span><\/td>\nConduct a social dynamics assessment by analyzing community relationships, examining existing cooperation mechanisms, identifying sources and drivers of social tension, and assessing opportunities to strengthen social cohesion.<\/span><\/td>\nAugust \u2013 September<\/span><\/td>\n<\/tr>\n
    2.3<\/strong><\/span><\/td>\nAssess inclusion and accessibility by examining community perceptions of participation, evaluating the inclusion of women, youth, persons with disabilities, and other vulnerable groups, and assessing equitable access to essential services.<\/span><\/td>\nAugust \u2013 September<\/span><\/td>\n<\/tr>\n
